The Torfaen C-CARD Scheme - Why We Need It.

  • Torfaen is ranked 7th highest out of the 22 unitary authorities in Wales for its conception rates in under 18's and under16's. Since 1992 the under-age conception rate for 13-15 year olds in Wales has been consistently higher and risen more rapidly than in England.
  • Rates of sexually transmitted infections have increased in recent years, particularly gonorrhoea and Chlamydia. Chlamydia affects approximately 1 in 10 sexually active young people. STI's and pregnancy can be prevented by the use of a condom. Yet a national study showed only 50% of under 16's reported using any contraception when they have sex.
     
  • Young people are consistently exposed to sexual messages from the media and their peers. These messages are often conflicting, and can be very confusing. Access to accurate information in a confidential setting is vital. Ignorance and inconsistent use of contraception contributes to the high rates of teenage pregnancies.
  • The provision of sexual health advice, information and resources is not known to increase the likelihood of early sexual activity, and indeed, may delay it. By making it difficult for young people to access information about condoms and then getting them may be a contributory factor in the prevalence of unprotected sex.
  • A recent study calculated that for every £1 spent on contraception, £10 will be saved by the public purse.
     
  • By introducing the Torfaen C-CARD Scheme it is envisaged that access to condoms will be improved for young people, encouraging their use as well as providing sexual health advice and information.
     
  • The Scheme is not just about giving out condoms, but allowing young people the opportunity to explore sexual issues, raise questions in a confidential environment and find out more information about other sexual health services.
     
  • Evidence suggests that young people see youth workers as being a credible source of information and support, and in response to this a number of Assessment Centres will be in Youth Clubs. The Scheme will also be operating in young persons clinics, complementing the good work already being carried out in the traditional sexual health services.
